DAVA project wins 2015 eASIA Award
The Department of Commerce’s DAVA (Drug Authentication and Verification Application) project has won the 2015 eASIA Award under Trade Facilitation category as announced by Asia Pacific Council for Trade Facilitation and Electronic Business (AFACT) in Tehran, Iran.
The Commerce Secretary Ms. Rita Teaotia, expressed her happiness and congratulated officers and staff on winning 2015 eASIA Award. This award is administered by AFACT. This project is a significant step in this direction and will contribute considerably in enhancing the brand image of our pharmaceutical exporters.
DAVA project launched on June 29, 2015 created an integrated platform for implementation of the Track and Trace system both for exports and domestic markets of Drugs and Pharmaceuticals. It is in the pilot stage and will be subsequently made mandatory for all pharmaceutical exports from India.
The DAVA project is an initiative of Government of India which aims to cover all the drugs manufactured in India. Indian Pharmaceutical industry has approximately 250 large units and more than 8,000 small and medium scale units.
The project will provide simpler means to the consumer and regulatory agencies for establishing drug authentication and protect the India’s Brand image in international trade.
When fully implemented, the export of fake or spurious drug from the country, will not be possible and in case it happens it would be easily traceable. The application has value-added features like availability of stocks for a drug in an area/wholesalers/retailers at a point of time; whenever required, drugs can easily be identified and recalled due to traceability of stocks, prevention of black marketing which especially arises during epidemics.

High court questions exemption to women from odd even rule
AAP decision to exempt women from odd even rule which is framed to create an environment friendly city has been questioned by the high court as it goes against the principle of equality. It will be interesting to see how the government defends itself for this one.

NATGRID to be revived
The government is all set to revive the Natgrid-National Intelligence grid, which will have all bank data synchronised at one place. The grid will store sensitive personal data of citizens from various agencies. The government is planning to hire a senior official to lead the Natgrid soon.

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has approved the signing of a Protocol amending the Convention between India and Slovenia for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income.
The amendment in the Protocol will broaden the scope of the existing framework of exchange of tax related information which will help curb tax evasion and tax avoidance between the two countries and will also enable mutual assistance in collection of taxes.

Ex-post facto approval for signing of MoU among BRICS countries on BRICS Network University
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its ex-post facto approval for signing of Memorandum of Understanding (MoU) among BRICS countries on BRICS Network University. The negotiations were held on this during the 3rd BRICS Education Ministers meeting and Senior Officials meeting in November, 2015 at Mosco, Russia.
The MoU will help in developing pro-active cooperation among the BRICS nations for the purpose of enhancement of scientific research, higher education, information exchange, analysis and implementation of best practices, joint research programmes, and mobility of students, researchers and educators.

Agreement between India and Maldives for the exchange of information with respect to taxes
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has approved the signing and ratification of an Agreement for the exchange of information between India and Maldives with respect to taxes.

PM’s interaction through PRAGATI
The Prime Minister, Shri Narendra Modi, today chaired his eighth interaction through PRAGATI - the ICT-based, multi-modal platform for Pro-Active Governance and Timely Implementation.
In course of his review today, the Prime Minister reviewed the progress of vital infrastructure projects in the road, railway, metro rail, power, and food processing sectors, spread over several states, including Delhi, Haryana, Uttar Pradesh, Bihar, Jharkhand, West Bengal, Odisha, Chhattisgarh, Maharashtra and Telangana.
Reviewing the Hyderabad Metro Rail Project, the Prime Minister exhorted all concerned authorities to complete this PPP project at the earliest, and with the best possible quality.
Among the other significant projects reviewed today were the Eastern Dedicated Freight Corridor and the Delhi-Haryana-Uttar Pradesh Eastern Peripheral Highway.
Reviewing the Food Park Scheme, the Prime Minister called for a comprehensive evaluation of the benefits from the Parks that have already been completed.

He described the project as one of the cornerstones of India’s “Act East” policy, and urged for its speedy completion. Unsecured creditors to be paid before government dues
Repayment of dues to unsecured creditors has been given a higher priority as against payment of taxes to the government. A close reading of the Insolvency and Bankruptcy Code, 2015 (insolvency bill), shows that the order of priority of repayment of outstanding dues from liquidated assets of the insolvent company is proposed to be changed via suitable amendments in tax laws.
The insolvency bill emphasizes: "It may be noted that unsecured financial creditors shall be paid before the government. This is intended to promote alternative sources of finance and the consequent development of bond markets in India."

New building suggested for parliament
As explained by the speaker "On account of ageing of the Parliament House building and expansion in activities, staff etc, the building has shown signs of distress and over utilization.Under the circumstances, there is an imperative need for the construction of a new state-of-the-art Parliament building.

"Expiry date" to replace "Best before" on food packets
Union Minister Ram Vilas Paswan said on Sunday labels printed on food items should carry only “expiry date”, and not “best before”, which has no meaning.
National Consumer Disputes Redressal Commission (NCDRC) President D.K. Jain said last week consumers get confused about labels printed on food items and the Food Safety and Standards Authority (FSSAI) should look into labelling issues related to ’expiry date’ and ‘best before’.
Supreme court backs Kerela's ban on liquor
- In a historic judgement, SC upheld Kerela state government ban on liquor sale outside five star hotels considering it to be a bonafide step by state in protection of public health. The bar traders association had protested against the state's decision claiming right to trade provided in Article 19(1) (g) of the constitution.
New CEO for NITI
- Industry Secretary Amitabh Kant the additional responsibility of being Chief Executive Officer of NITI Aayog. Amitabh Kant is a member of the Indian Administrative Service, IAS (Kerala Cadre: 1980 Batch). He is the author of “Branding India – An Incredible Story” and has been a key driver of the “Incredible India” and “God’s Own Country” campaigns which positioned and branded India and Kerala State as leading tourism destinations. Both these campaigns have won several international awards and embraced a host of activities – infrastructure development, product enhancement, private-public partnership and positioning and branding based on extensive market research.
New rules for LPG
- The government has decided that the benefit of the LPG subsidy will not be available for LPG consumers if the consumer or his/her spouse had a taxable income of more than Rs. 10,00,000/- during the previous financial year computed as per the Income Tax Act, 1961.
- At present, all households are entitled to 12 cylinders of 14.2 kg at the subsidised rate of Rs. 419.26. The market price is Rs. 608 a cylinder.The government had also launched a scheme for people to give up their subsidies so that the less privileged would benefit. So far, 57.50 lakh LPG consumers have opted out.
