Roadmap drawn-up for implementation of Indian Accounting Standards (Ind AS) converged with International Financial Reporting Standards (IFRS) for Scheduled Commercial Banks (Excluding Rrbs), Insurers/Insurance Companies and Non-Banking Financial Companies (NBFC’s)

In pursuance to the Budget Announcement by the Union Finance Minister Shri Arun Jaitley, after consultations with Reserve Bank of India (RBI), Insurance Regulatory and Development Authority(IRDA) and Pension Fund Regulatory and Development Authority (PFRDA), the following roadmap for implementation of Indian Accounting Standards (Ind AS) converged with International Financial Reporting Standards (IFRS) for Scheduled commercial banks (excluding RRBs), insurers/insurance companies and Non-Banking Financial Companies (NBFC’s) has been drawn up:

(I.) Scheduled commercial banks (excluding RRBs) and Insurer/Insurance Companies:

(a) Scheduled commercial banks (excluding Regional Rural Banks (RRBs), All-India Term-lending Refinancing Institutions (i.e. Exim Bank, NABARD, NHB and SIDBI) and Insurers/Insurance companies would be required to prepare Ind AS based financial statements for accounting periods beginning from April 1, 2018 onwards, with comparatives for the periods ending March 31, 2018 or thereafter. Ind AS would be applicable to both consolidated and individual financial statements.

(b) Notwithstanding the roadmap for companies, the holding, subsidiary, joint venture or associate companies of Scheduled commercial banks (excluding RRBs) would be required to prepare Ind AS based financial statements for accounting periods beginning from April 1, 2018 onwards, with comparatives for the periods ending March 31, 2018 or thereafter.

(c) Urban Cooperative Banks (UCBs) and Regional Rural Banks (RRBs) shall not be required to apply Ind AS and shall continue to comply with the existing Accounting Standards, for the present.

(II.) NBFCs:

NBFCs will be required to prepare Ind AS based financial statements in two phases:

(a) Under Phase I, the following categories of NBFCs shall be required to prepare Ind AS based financial statements for accounting periods beginning from April 1, 2018 onwards with comparatives for the periods ending March 31, 2018 or thereafter. Ind AS would be applicable to both consolidated and individual financial statements.

(i) NBFCs having net worth of Rs.500 crores or more.

(ii) Holding, subsidiary, joint venture or associate companies of companies covered under (a)(i) above, other than those companies already covered under the corporate roadmap announced by the Ministry of Corporate Affairs (MCA), Government of India (GoI).

(b) Under Phase II, the following categories of NBFCs shall be required to prepare Ind AS based financial statements for accounting periods beginning from April 1, 2019 onwards with comparatives for the periods ending March 31, 2019 or thereafter. Ind AS would be applicable to both consolidated and individual financial statements.

(i) NBFCs whose equity and/or debt securities are listed or are in the process of listing on any stock exchange in India or outside India and having net worth less than Rs.500 crores.

(ii) NBFCs other than those covered in (a)(i) and (b)(i) above, that are unlisted companies, having net worth of Rs.250 crores or more but less than Rs.500 crores.

(iii) Holding, subsidiary, joint venture or associate companies of companies covered under (b) (i) and (b)(ii) above, other than those companies already covered under the corporate roadmap announced by the MCA, GoI.

NBFCs having net worth below Rs. 250 Crores and not covered under the above provisions shall continue to apply Accounting Standards specified in Annexure to Companies (Accounting Standards) Rules, 2006.

(III.)Scheduled commercial banks (excluding RRBs)/NBFCs/insurance companies/insurers shall apply Indian Accounting Standards (Ind AS) only if they meet the specified criteria, they shall not be allowed to voluntarily adopt Indian Accounting Standards (Ind AS). This, however, does not preclude an insurer/insurance company/NBFC from providing Ind AS compliant financial statement data for the purposes of preparation of consolidated financial statements by its parent/investor, as required by the parent/investor to comply with the existing requirements of law.

Draft Notification/Rules, as required, would be issued by the Ministry of Corporate Affairs, RBI and IRDA in due course.

New global platform to help cities become sustainable and smart

Geneva, Switzerland, 2016-01-15 – While we often hear about smart, sustainable cities, adding smartness to an existing urban environment or developing a Smart City from scratch is a mammoth undertaking.

To help city stakeholders worldwide make their cities smarter, the first World Smart City online community will launch on 18 January. This new community aims to identify top pain points that are holding city development back.

Given that by 2050, an estimated 66% of the world’s population will live in urban areas, supplying these populations with basic resources like safe food, clean water and sufficient energy, while ensuring overall economic, social and environmental sustainability, will be a major challenge. Cities need to substantially increase the efficiency in which they operate and use their resources.

Major efficiency improvements could be achieved by horizontally interconnecting individual systems such as energy, water, sanitation and waste management, transportation, security, environmental monitoring or weather intelligence.

However, many of the systems used today in cities originate from different suppliers and they are maintained by various agencies, sometimes working in isolation. To connect them both physically and virtually, standardized interfaces need to be put in place.

The community launch is part of the lead up to the first World Smart City Forum, which is organized by the IEC, in partnership with ISO and ITU. The Forum will be held in Singapore on 13 July 2016, co-located with the World Cities Summit www.worldcitiessummit.com.sg/ and Singapore International Water Week www.siwww.com.sg.

Says Frans Vreeswijk, IEC General Secretary and CEO: “Cities are giant systems with countless subsystems. All of them depend on electricity and hardware to move people and things, collect data and exchange information. Already now, IEC work impacts all of them. More than ever before, many different organizations will need to collaborate to help make cities smarter; technology integration is a special challenge that requires partnerships and alliances. That’s what the online community and Forum is trying to achieve.”  

Says Kevin McKinley, Acting ISO Secretary-General, “Smart cities make sense: they waste less, offer better quality of life and ensure a brighter future for the next generation. But cities face many challenges in their quest to improve. ISO Standards help cities measure and improve their performance, for example with standards for city indicators, sustainable communities and city infrastructures. These Standards provide best practices and harmonized solutions that can be used everywhere, and allow city planners and decision-makers to benefit from global expertise.”

Says Chaesub Lee, Director of the ITU Telecommunication Standardization Bureau: “The information and communication technology (ICT) infrastructure of a Smart City should ensure openness and interoperability, achieved by coordinated adherence to common standards. Smart cities will employ an abundance of technologies in the family of the Internet of Things (IoT) and standards will assist the harmonized implementation of IoT data and applications, contributing to effective horizontal integration of a city’s subsystems. ITU collaboration with city leaders builds on cities’ requirements to develop standards that leverage IoT technologies to address urban-development challenges.”

Nifty posts 20-month closing low; Reliance leads fall

Indian stocks posted their lowest close in 20 months on Monday, dragged down by index heavyweight Reliance Industries after crude oil fell to its lowest since 2003, while data showed the country's exports shrunk for a 13th straight month.
The Nifty ended at 1.17 percent lower at 7,351, its lowest close since May 30, 2014.
The Sensex ended 1.09 percent lower at 24,188.37, its lowest close since May 16, 2014.

Both indexes marked their third consecutive session of losses.

Anti-bribery standard reaches voting stage in ISO

ISO 37001 - Anti-bribery management systems

Despite numerous national laws and international agreements designed to fight it, bribery remains a destructive and economy-eroding malaise. But a new ISO standard aims to help.

 

Contributing to poverty, undermining human rights, increasing costs and reducing the quality of products and services, bribery is high on the political agenda for many countries, and while many governments have done much to combat it, organizations must also proactively play their part.
ISO is developing a standard to help organizations do just that; it has now reached the crucial public enquiry and voting stage (DIS), where ISO members involved in its development vote on the current draft before moving closer to publication.
ISO 37001, Anti-bribery management systems, is designed to help organizations fight bribery by establishing a culture of integrity, transparency and compliance. While the standard cannot guarantee that no bribery has or will occur, it can help organizations implement effective measures to prevent and address it.
Neill Stansbury, Chair of the ISO project committee developing the standard, under the stewardship of BSI, ISO’s member for the UK, said the benefits of implementing the standard are many.
“ISO 37001 will help provide assurance to management, investors, business associates, personnel, and other stakeholders that an organization is taking reasonable steps to prevent bribery.”

Centralized Processing Centre (CPC) Bengaluru awarded “ISO 9001:2008 standard for Quality Management System” Certificate by British Standards Institution (BSI) on 11 January 2016

The flagship project of Income Tax Department for processing of tax returns, Centralized Processing Centre (CPC) Bengaluru, has been awarded “ISO 9001:2008 standard for Quality Management System” Certificate by British Standards Institution (BSI) on 11 January 2016. The Certificate encompasses all business services and business enabler services of CPC.   ISO 9001 is an international standard that specifies requirements for quality management system (QMS) addressing the principles and processes that surround the design, development and delivery of services. Organizations use this standard to demonstrate their ability to consistently provide services that meet customer and regulatory requirements.

 

 

Set up in 2009, this state of the art facility has already been certified as ISO 27001 compliant for its Information Security Management System in 2014 and ISO 15489 for its Records Management System in 2013. With ISO 9001 certification, the CPC Bengaluru has achieved the rare distinction of receiving three ISO certificates. Conformance to these internationally recognised standards ensures that the CPC is able to efficiently and accurately process Income Tax returns and expeditiously issue refunds.

 

As on 31.12.2015, the CPC has processed 3.27 crore returns, registering a growth of 18% over 2.65 crore returns processed during the corresponding period of the previous year. During the current year, the CPC has issued refunds in 1.81 crore cases out of which in      1.32 crore cases that is 73%, the refunds were issued within 30 days of filing of the returns by the taxpayers.

 

The Income Tax Department is committed to continuously improve the quality of tax payer services and enhance taxpayer satisfaction.

 

Justice R V Easwar committee suggests increase in TDS threshhold and decrease in withholding rates

In its first report released on Sunday, the committee has suggested enhancing the threshold limits of income (across a wide spectrum, including investment income) for the purpose of deduction of tax at source (TDS) and has also proposed a reduction in the rate of withholding taxes (the rate at which TDS is applied).

Somnath temple to become Gujrat's first temple investor in Gold monetisation scheme

The Somnath Temple Trust is all set to become Gujarat's first temple to deposit its idle gold in the Gold Monetisation Scheme as its trustees including Prime Minister Narendra Modi have given their nod to invest the yellow metal reserves in the scheme. The temple holds around 35kgs of gold and will separate the gold which is not used in day to day decoration to deposit in the gold scheme.

First female ITBP squad ready

The Indo-Tibet Border Police (ITBP) is ready with its first female squad of 500 freshly trained personnel to be posted on the India-China border. The women, in the rank of constable, were inducted in the border-guarding force after 44-weeks of training in battle craft and mountain survival and will now be sent to frontier areas for final acclimatization before being deployed at ITBP posts along the 3,488-km Sino-India Line of Actual Control (LAC).

आज Saturday है, सरकार का स्वभाव छुट्टी का होता है और 6 बजने का बाद तो सवाल ही नहीं उठता है। अगर कोई आपको पूछे कि फर्क क्या है, तो फर्क यही है। मैं भी कभी सोचता हूं कि मुझे भी आप जैसी कोई ताकत दी होती। जब रितेश को सुन रहा था तो मुझे विचार आ रहा था कि एक चाय बेचने वाले ने Hotel Chain का विचार क्यों नहीं किया लेकिन हो सकता है कि मेरे नसीब में, नरेंद्र मोदी चाय बेचने वाला कुछ कर पाए या न कर पाए लेकिन देश के करोड़ों नौजवान कुछ कर पाएं ये उम्मीद तो मेरे दिल में भरी हुई है। जब मैंने 15 अगस्त को लालकिले से कहा Start-Up India, Stand-Up India तो ऐसे ही हवा के झोंके की तरह बात आई और चली गई, कहीं Registry नहीं हुई लेकिन आज शायद सौ, सवा सौ दिन के बाद अब ये Register होगी कि Start-Up India है क्या.

Seeing is believing आज देशभर के IIT’s में नौजवान आपको देख रहे हैं। देश के कई स्थानों पर युवा सुबह से इस कार्यक्रम को, वे भी आपके साथ हिस्सेदार है। ज्यादातर लोगों को लगता है कि सरकार ये करेगी तो ये होगा, सरकार ये करेगी तो ये होगा। मेरी सोच थोड़ी अलग है। मेरी सोच है कि सरकार ये न करेगी तो इतना सारा होगा और इसलिए आज आप सबको इसलिए आपको इकट्ठा किया है कि आप हमें बताइए कि क्या-क्या नहीं करना है। 70 साल तक बहुत कुछ किया हमने और हम कहां पहुंचे और मैं कहता हूं कि एक बार हम न करने का निर्णय करें तो ये लोग 10 साल में देश को कहां से कहां पहुंचा सकते हैं। देश के हर इंसान के दिल में एक ख्वाब होता है, उस ख्वाब के साथ उसके दिल में कुछ विचार भी होता है, ideas भी होते हैं। कुछ लोगों को ideas हर दिन होते हैं और शाम होते-होते बाल मृत्यु हो जाता है। लेकिन कुछ लोग होते हैं जो ideas के साथ involve हो जाते हैं, वो उससे बाहर नहीं निकलते हैं और पूरा परिवार परेशान हो जाता है कि ये कुछ करता नहीं है, बस इसी में लगा रहता है, किसी से बात नहीं करता है, यार-दोस्तों से नहीं मिल रहा है, क्या हो गया है इसको, कहीं पागल तो नहीं हो गया है लेकिन वही एक दिन कुछ कमाल करके दिखा देता है। तब पूरे परिवार को लगता है नहीं-नहीं साहब इसमें तो पहले से ही ऐसा था। आपके सबके जीवन में से एक अनुभव आया होगा। जो सर्वनाश आपने सुना किसी मां ने कहा हो या न कहो लेकिन कम-अधिक मात्रा में सबको अनुभव आया ही होगा क्योंकि ज्यादातर ये first generation entrepreneur है whole Start-Up और जब कुछ सोचोगे तो नहीं बेटे, अपना काम नहीं तू कहीं नौकरी कर ले। शुरू में जब दोस्तों ने सुना होगा बहुत मजाक उड़ाया होगा, उपहास किया होगा, जाते-आते आपको उसी नाम से सुनाते होंगे, ये कुछ करने वाला है, ये कुछ करने वाला है फिर एक पल आया होगा सारी ओर विरोध हुआ होगा, सब दूर, परिवार के लोगों ने विरोध किया होगा, ये नहीं करना है, जाओ, कमाओ, नौकरी कर लो, देखो उसका पहचान है, वो नेताजी को जानते हैं, जाओ उसको मिल लो। उस विरोध के बावजूद भी जो टिके होंगे, आज सब लोग कहते होंगे यार, इसने तो कमाल कर दिया, कुछ ऐसा मुझे भी करना है। हर किसी के Start-Up की जिंदगी की यही कहानी है। एक भीतर से ऊर्जा होती है , भीतर से सपने होते हैं, भीतर से उसके साथ खप जाने का इरादा होता है तब जाकर के परिस्थितयां पलटती हैं और दुनिया में हर किसी ने यही किया होगा। कभी आज हम सोचें कि उन्होंने 1423, I think 1423 है, कोलंबस जब निकला होगा क्या मिलने वाला था लेकिन उसको लगा होगा कोई एक नया route मुझको खोजना है, विश्व को मुझे जोड़ना है और वो चल पड़ा, चलने से पहले उसने ढेर सारी चीजों का अध्ययन किया होगा। Technology develop की होगी और नया एक spice route दुनिया को दिया होगा। आज, आज जो space में काम कर रहे हैं, शुरू जब हुआ होगा तो लोग मजाक उड़ाते होंगे, यार ये क्या कर रहे हैं। हर चीज की कहीं शुरूआत होती है तो जो करता है, उसी को दिखता है, क्या होने वाला है औरों को वही दिखता है कि ये पागल है और इसलिए जिन्हों।ने यह सफलता पाई है, वे सिर्फ entrepreneur नहीं है। एक प्रकार से adventure उनकी प्रकृति का हिस्साल है तब जाकर के होता है। Start-up की success सिर्फ entrepreneurship की quality से नहीं है। risk taking capacity, adventure करने का इरादा ये उसके साथ जुड़ता है और तब जाकर के हम दुनिया को कुछ दे सकते हैं।

Start-up, मैं कल Adam से बात कर रहा था। वो बड़ा interesting है, उसको मिलने जैसा है। उसको हिन्दु स्तारन की spiritual दुनिया में बड़ा interest है, लेकिन उसने मुझे एक बात अच्छीज बताई। वो कह रहा है जो पैसे कमाने के इरादे से आता है वो कभी Start-up कर ही नहीं सकता। जो कुछ करने के इरादे से आता है, पैसे उसके लिए by product होते हैं और आप सब ने देखा होगा कि आप लोगों ने जब शुरू किया होगा तब आपने bank balance क्या होगा, ये कभी नहीं सोचा होगा लेकिन किसकी जिन्दगी में क्या‍ बदलाव लाता हूं यह सोचा होगा, तब हुआ होगा। उबेर कुबेर बन गया। हमारे यहां कुबेर भंडारी होते थे न पहले। मैं नहीं मानता हूं कि उसने पहले सोचा होगा। उसने पहले यही सोचा होगा कि भई लोगों की समस्‍या का मैं समाधान कैसे करू, सस्तेब में कैसे करू और उसमें से एक व्य्वस्थाी विकसित हो गई।

जब Start-up की चर्चा होती है तो ज्यांदातर IT के आस-पास ही सोचा जाता है और अब हर कुछ कितने कदम दूर है, बस App के पास पहुंच गए, हो गया। हर समस्यास का समाधान App. खैर मैं उससे बहुत beneficiary हूं क्यों कि मैंने Narendra Modi App शुरू किया है। मुझे इतने नए युवा विचार मिलते हैं। इतने लोगों से जानने को मिलता है और मै आपसे भी आग्रह करता हूं। देश भर के इस प्रकार के Start-up और दुनिया भर के लोगों से मैं कहता हूं आप मेरे App के साथ जुड़कर के अपनी success story बताइए, मैं दुनिया को बताऊंगा क्योंंकि यही viral होने वाला है। success story ही viral होने वाली है और लोगों का मन मन्दि र जो है वो सफलता को जकड़ने वाला है। निराशा का माहौल चला गया है, गया वो दिन पूरे हो गए। आशा, विश्वाकस, कर गुजरने का इरादा ये समय नज़र आ रहा है और वही स्थि तियों को बदलता है। वही परस्थिैतियों को परिवर्तित करने की ताकत रखता है और वो मैं अनुभव कर रहा हूं और आज मैं जैसे ही यहां enter हुआ, सब ने मुझे एक ही रिपोर्ट किया, साहब क्यार energy है इस कार्यक्रम में। ये विज्ञान भवन कोई पहली बार भरा नहीं है लेकिन energy पहली बार भरी है और ये सभागृह में वो energy होगी लेकिन ये पूरे हिन्दु स्ताहन के नौजवानों के मन मन्दि्र का प्रतिबिंब है यहां पर, उनकी आशा-आकांक्षाओं की प्रतिध्वंनि है यहां पर। और उस अर्थ में इसका अपना एक महत्व है।

जो App बनाता है या जो Start-up की दुनिया में enter होता है या कोई नई चीजों को innovate करता है उसके मूल में कुछ नया करने का इरादा होता है, adventurous nature होता है। हर चीज की गहराई में जाने का स्व भाव होता है लेकिन सबसे बड़ी बात होती है उसके अंदर एक संवेदना होती है। बहुत कम लोग इस बात को अनुभव कर पाएंगे, उसके अंदर एक संवेदना होती है और जब वो कोई बुरे हाल देखता है, कोई समस्या़ देखता है, वो उसे सोने नहीं देती। समस्याऔ उसकी नहीं है, किसी और की है लेकिन वो उसे सोने नहीं देती। उसका मन करता है मैं कोई रास्ताह खोजू, मैं कुछ करू इसके लिए।

मैं अभी बाहर आपका virtual exhibition देख रहा था। वहां मुझे एक simple चीज किसी ने बताई। एक ऐसा ही pad था hardboard का और build था। अब इतने बड़े Start-up की दुनिया में उसको कहां रखा होगा वहां, मैंने पूछा। बोले साहब हमारे देश में बहुत सारे accidents होते हैं। accident होने के बाद जो injured व्य क्तिक है उसकी हड्डी तो टूटती ही टूटती है। उसको ले जाना है तो medical services के लोग आएंगे तब तक क्यार करे? तो उन्होंहने एक hardboard पर एक सामान्यr चीज बनाई है, उसके पैर के नीचे लगा दो, पट्टी कैसे बांधों, उस पर सब लिखा हुआ है। बोले कोई खर्चा नहीं है। अब इसका मतलब कि उसके दिल में आग लगी होगी। कि एक accident होता है, बेचारा कितना परेशान होता है। ले जाते ही दो हड्डियां और टूटती हैं। उसमें से उसने सोचा और वो एक innovation बन गया। किसी के लिए जो दर्द होता है, जो हमें दुआ देने की ताकत दे या न दे, हमारे भीतर एक ऐसी अवस्थास पैदा करते हैं जो इन लाखों-करोड़ों के दर्द को दूर करने का कारण बन जाती है और तब Start-up होता है और इसलिए आपका ये Start-up का अभियान, ये bank balance, और रुपए-पैसे कितने हैं, उसके साथ जुड़ा हुआ नहीं है, जन सामान्य को समस्याओं से मुक्ति दिलाना, सुविधाओं को सरल करना, इस एक महत्वपूर्ण काम को करने की ताकत रखता है। और इसलिए अगर हम हमारे आस-पास बारीकी से देखे तो हमें लगेगा यार, भगवान ने मुझे बुद्धि दी है, मैं पढ़ा हूं, मैं technology जानता हूं। मैं सोचू इसका समाधान, मैं खोजू कुछ और फिर वो शुरू कर देता है। हर कोई, सामान्य मानविकी क्या करेगा, बेचारा उससे जूझेगा या तो व्यवस्था को कोसेगा। कहेगा ये नहीं किया, वो नहीं किया। मीडिया वाला होगा तो रिपोर्ट कर देगा। समस्या वैसी की वैसी रह जाएगी। लेकिन जिसके मन में ये जो चेतना पड़ी हुई है वो उसका उपाय खोजेगा और वो Start-up का कारण बनता है।

अब यहां इतने नौजवान हैं। मेरे मन में आता है कि आप लोग सोचिए। हमारे देश का किसान इतनी मेहनत करता है, इतनी मेहनत करता है और जो अनाज की पैदावार होती है, बहुत मात्रा में वो waste जाता है, बर्बाद होता है। अब पुराने जमाने के infrastructure, उसके लिए पैसे, ये व्यवस्थाएं, क्याो मेरा कोई नौजवान उस पर दिमाग लगाकर के ऐसी व्यवस्थाएं विकसित कर सकता है कि जो affordable हो और इतना बड़ा हमारा जो wastage है वो बच जाए। हो सकता है शायद दुनिया के अनेक गरीब देशों का पेट भर सकते हैं, इतना wastage. हमारे फल-फूल, सब्जी , फल पैदा करने वाला किसान पहाड़ियों में रहता है, शहर में आने तक बेचारे का माल खराब हो जाता है। हम वो क्या technology दे, क्या, व्यंवस्थाा दे आधुनिक।

मैं अभी एक दिन कुछ ये aerated water बनाने वाली कंपनियों से मिला था। मैंने कहा आप इतना बढ़िया-बढ़िया बनाते हो, पेप्सीं और कोला और न जाने क्या –क्याn है, नाम भी मुझको मालूम नहीं। क्योंन ने आप 2%, 5% natural fruit juice, compulsory उसका हिस्सार बना दे, हिन्दुनस्ता़न के हर किसान जो पैदावार करता है अपने आप बिक जाएगी। अगर इस पर कोई सोचे। अब देखिए आज हमारे ही देश के वैज्ञानिकों ने pharmaceuticals के द्वारा हमारे ही लोगों ने vaccine पर काम किया। आज दुनिया के अधिकतम देशों में, अधिकतम गरीब लोगों को, सस्तेa में सस्ताक बालकों को जो vaccine कही से पहुंचता है वो भारत के वैज्ञानिकों के द्वारा किया हुआ होता है।

और इन दिनों जितने भी लोग मुझे मिलते हैं वो कहते हैं साहब हमारी मांग बहुत है, इसके production के लिए और क्याा रास्ताल निकाले। लोग अपना donation देने के लिए तैयार होते हैं कि हम, हमने जो भारत के लागों ने vaccine की दिशा में कितने करोड़ों-करोड़ों बालकों की जिन्दdगी बच रही है। जिसने lab में बैठकर के काम किया होगा, जिसने concept सोचा होगा, उसकी तो उस समय पहचान नहीं हुई होगी लेकिन आज लगता है कि उसने कितनी बड़ी मानवता की सेवा की है।

हम ऐसी कौन-सी चीजें करें जिसके कारण हमारे यहां अब जैसे हमारे यहां atomic energy वालों ने onion को लंबे समय तक बचाने के लिए काफी व्यवस्थाएं विकसित की हैं क्योंकि प्याज के दाम कभी ऊपर- कभी नीचे चले जाते हैं तो सरकारों की सांस भी ऊपर-नीचे हो जाती है। क्यों, क्योंकि वो लंबे समय तक रहता नहीं है, खराब हो जाता है। उत्पादन ज्यादा हुआ तो भी किसान मरता है, उत्पादन कम हुआ, लेकिन उसको preserve करने की व्यवस्थाएं जब विकसित होती हैं। atomic energy वाले इस पर काफी काम कर रहे हैं लेकिन वो इतना costly होता है।

क्या< हमारे Start-up की दुनिया के नौजवान ऐसी चीजों में जाएं। IT के दायरे से बाहर नि‍कलकर के हम और ऐसे छोटे-छोटे पुर्जे, अब भारत में जुगाड़। मैं समझता हूं शायद ऐसा innovative India दुनिया में कहीं नज़र नहीं आएगा । आज हर व्य क्तिे के पास कोई न कोई innovation है। मैंने ऐसे लोग देखे है कि बिजली नहीं है तो अपनी मोटरसाइकिल से पंप चलाते हैं और पानी निकालते हैं और खेत में पानी पहुंचा देते हैं। उसने अपने तरीके से ढूंढा होता है। ऐसे जुगाड़ करने वाले लोगों की कमी नहीं है। लेकिन वो जुगाड़ करता है, अपनी व्यावस्था़ को संभाल लेता है। लेकिन अगर हमारे पास उस प्रकार की दृष्टि हो, दर्शन हो। देखे तो हमें spark होता है यार इसको मैं scalable करू, ऐसी व्यवस्था मैं बना दूंगा।

हम जब ‘मेक इन इंडिया’ कहते हैं तो ‘मेक फॉर इंडिया’ भी हैं क्यों कि सवा सौ करोड़ का देश है, इतना बड़ा मार्किट है। लेकिन हम चाहते हैं कि वो full proof कैसे बने, आसान कैसे हो और सामान्या मानविकी के लिए वो easily accessible कैसे हो। ये अगर व्यवस्था एं देने में हम सफल हो और मैं मानता हूं कि हमारे देश का नौजवान हमारी अपनी समस्याओं को। यहां किसी ने कहा कि मैं अगर उस देश को उसकी समस्याओं को समझूंगा, शायद तिवारी ने कहा। मैं अपनी समस्याओं को समझूंगा तब जाकर के मुझे रास्तें खोजने का सूझेगा और ये जितना हमारा बढ़ेगा देश के विकास के लिए बहुत संभावनाएं हैं। उन संभावनाओं को लेकर के छोटी-छोटी आवश्यकताओं से लेकर के बड़ी-बड़ी।

और Start-up का मतलब ये तो नहीं है कि हर किसी के पास बिलियन डॉलर का काम हो रहा है और दो हजार लोग काम करे, जरूरी नहीं है। पांच लोगों को भी अगर मैं रोजगार देता हूं तो मेरा Start-up मेरे देश को आगे बढ़ा रहा है। एक psychological change लाना है कि youth के दिमाग में job seeker की मानसिकता से उसको बाहर लाना है। वो job creator बने। और एक बार उसके दिमाग में आ गया कि मुझे, मुझे दो लोगों की जिन्दागी को संभालना है, वो कर लेगा।

हमारे देश में education, infrastructure पर बल दिया जाता है, teacher की appointment पर बल दिया जाता है, वो काम हो भी रहा है। लेकिन समय की मांग है quality education की। गरीब से गरीब दूर-सुदूर जंगलों में रहना वाला व्यंक्ति हो, पहाड़ों में रहने वाला व्यक्ति हो। मैं ऐसे कैसे चीजों को खोज के निकालूं कि उसी quality का education जो कि अमीर घरानों के बच्चों को मिलता है, उस technology के द्वारा गरीब से गरीब तक मैं कैसे पहुंचाऊं? और देश तब बदलेगा कि हम समाज के आखिरी इंसान को इन सुविधाओं से लाभान्वित करके उसकी जिन्दगी बदलने का अवसर दे। हमें उसको feed करने की जरूरत नहीं पड़ेगी। अगर उसको quality education मिलता है तो वहां भी ऐसे spark वाले बच्चे होंगे जो उठकर के खड़े हो जाएंगे और दुनिया को बदल देंगे।

Health sector, आज health sector ज्यादातर डॉक्‍टरों पर dependent कम है, technology पर dependent है। डॉक्टर भी खुद technology पर dependent है। मशीन तय करता है कि तुम्हें क्या तकलीफ है फिर डॉक्टर कहता है ठीक है, किताब देखकर के, लो ले लो। इसका मतलब health sector में technology, innovation की संभावनाएं बढ़ती चली जा रही है लेकिन भारत जैसे देश में ये affordable कैसे हो, ये हमारे सामने चुनौती है। सस्ते में सस्ता व्यवस्था कैसे बने, इस पर हम सोचे, नयेपन से सोचे। और इसलिए Start-up कहने के बाद कुछ लोगों की सोच होती है, ये तो बड़ा हाई-फाई होगा, लैपटॉप के बाहर दुनिया कुछ नहीं होगी, मोबाइल से जुड़े होंगे। ऐसा नहीं है। ये लोग है जिन्होंने कोई न कोई कमाल किए हैं। यहां हर प्रकार के लोग हैं।

आप देखिए handicraft. भारत का handicraft दुनिया में अपना डंका बजाए, ऐसी आप App बनाकर के दुनिया में प्लेटफॉर्म क्यों न खड़ा करे। सिर्फ ई-कॉमर्स नहीं, हम उससे दो कदम आगे कैसे जाए और उसमें जैसी global requirement हो वैसी designing भी provide करे ताकि हमारा जो गरीब आदमी गांव में बैठकर के छोटी चीजें बनाता है उसको भी idea मिले कि नहीं ऐसा नहीं, ऐसा करो। यहां stitch मत करो, यहां करो, लकड़ी ऐसे मत रखो, लकड़ी ऐसे रखो। वो अपने आप बदलता रहेगा और आपकी requirement को पूरा करेगा। इसके लिए connectivity चाहिए, ये बड़ी requirement है और ये, ये काम आप नौजवानों के दिमाग से हो सकता है और इसलिए मैं जब कहता हूं Start-up तो मैं ये मानकर चलता हूं कि Stand up India. इसके लिए मुझे अलग सोच करने की जरूरत नहीं है। जिस देश के पास 800 मिलियन 35 से कम आयु के नौजवान हो, जिस देश के नौजवानों के पास talent हो, हाथ में हुनर हो, अपरमपार सपने हो और पूरी दुनिया में अवकाश ही अवकाश हो, क्याह नहीं हो सकता।

आज मैं IT professionals से कहना चाहूंगा। विश्वप के दुनिया के किसी भी देश के नेताओं से मैं मिलता हूं, दुनिया का कोई भी delegation आता है, उनकी जो बातें होती हैं उसमें एक चिन्ताम हर एक को सता रही है और वो है cyber security. हर कोई परेशान है cyber security को लेकर के। क्याह भारत cyber security provider के रूप में authority बन सकता है। एक बार हिन्दुस्तान का brand का cyber security का software मिल गया तो दुनिया की कोई ताकत उसको हिला नहीं सकती है, कर सकते हैं क्या? मानव जाति के लिए चुनौतियां आवश्यक हैं क्यों कि सिरफिरे लोग तो है जो तबाही करने पर तुले हुए हैं लेकिन हम मानवता को बचा भी तो सकते हैं। हमारे पास इस प्रकार के लोग हैं और ये भी सही है भारत के पास millions of millions problem है, कोई इंकार नहीं कर सकता है। लेकिन at the same time मुझे इस बात का भरोसा भी है कि billions of billions mind भी है। अगर million problem है तो billion mind भी तो हमारे देश में है। हर Start-up के पीछे कोई न कोई समस्या के समाधान का इरादा रहना चाहिए और जब किसी Start-up के पास समस्या के समाधान का इरादा होगा तो उसके संतोष का level भी कहीं कुछ और होगा। जब किसी की जिन्दगी में बदलाव लाता है तो उसको एक satisfaction मिलता है और इसलिए मैं वो कुछ करके दिखाऊं जिसमें मैं job creator बनूं, मैं वो कुछ करके दिखाऊं जिसके कारण किसी की जिन्दइगी में मैं काम आऊं, मैं वो कुछ करके दिखाऊं कि मेरे देश को एक कदम आगे ले जाने में मेरा भी कोई योगदान हो। इतना भी अगर सपना लेकर के हम चलते, हम बहुत कुछ कर सकते हैं।

आज यहां हमारे सामने एक action plan प्रस्तुत हुआ है। उस action plan की कुछ विशेषताएं हैं जो मैं आपके सामने प्रस्तुत करना चाहूंगा ताकि आप सुबह से सारी बातें सुन रहे हैं लेकिन आखिरकार ये भी तो हो कि क्या होने वाला है। सबसे पहला मेरा घोष वाक्य है कि सरकार बीच में न आए बस, बहुत कुछ हो जाएगा और उसी विचार के आस-पास जो भी चीजें बनाई हैं एक तो हमने महत्वपूर्ण निर्णय किया है वो है, self-certification आधारित compliance की व्यवस्था। Start-ups के लिए नौ श्रम और पर्यावरण कानून जो आपको प्रभावित करते हैं के संबंध में self-certification को हमने introduce किया है और एक बात 3 साल तक कोई inspection नहीं होगा और आप समझ सकते हैं कि जब Inspector नहीं आएगा तो कितनी सुविधा रहती है। दूसरी बात है Start-Up India hub, single point up contact, ये हम व्यवस्था खड़ी करने जा रहे हैं और hand holding की व्यवस्था है। Start-Up में जैसे इन नौजवानों में मैंने एक व्यवस्था देखी है, उनसे मैं कल से बातें कर रहा हूं, काफी कुछ मैं इनसे सीख रहा हूं। हर एक के दिमाग में एक चीज रही है कि वो अपना तो कर रहे हैं लेकिन Guardian के नाते, mentor के नाते बहुत अच्छा काम करे है, हर कोई कुछ न कुछ कर रहा है, ये अपना social contribution के रूप में कर रहे हैं, mentor के रूप में वो औरों को प्रोत्साहित कर रहे हैं और इसलिए Hand holding की व्यवस्था, उस पर हम बल देना चाहते हैं, एक मित्र के रूप में, एक सलाहकार के रूप में, एक साथी के रूप में सरकार कैसे आपके साथ काम करे। Mobile App और Portal इस वर्ष की पहली अप्रैल से Start-Up के लिए Online Portal और एक Mobile आधारित App के जरिए संचारित होने वाला एक छोटा सा form शुरू किया जाएगा। वरना हमारे यहां तो address भी लिखते हैं तो 10 line का होता है। फलां गांव, फलां गली के सामने, फलां मौहल्ले से गुजरते हुए, पिछली खिड़की में, मूलतः लोगों का स्वभाव हर चीज को बड़ा करना, लंबा करना है तो इसको एक Mobile Phone पर छोटा सा एक Form बन जाए, उस दिशा में हम काम कर रहे हैं और इसको Registration की व्यवस्था भी उसी प्रकार से होगी।

एक और problem रहता है Start-Up के लोगों के लिए.... patent का Intellectual property right सबके लिए ये एक बात रहती है आखिरकर वो ही तो पूंजी है Start-Up वालों की, अगर उसको protection नहीं मिला लेकिन कभी-कभी हमारे यहां patent के लिए महीनों लग जाते हैं process में, ये चिंताजनक व्यवस्था को बदलना है और patent registration का शीघ्र पता लगाना एवं कानूनी सहायता। हम नए प्रयोगों को protect, कानूनी सहायता देने का आवश्यकता समझते हैं। हम Start-Up के IPR Services की Scheme ला रहे हैं। जिसमें Start-Up के आवेदन की File शीघ्र करने की सहायता मिलेगी और ये भी सही है कि Intellectual property की दुनिया में, विश्व में जितने registration हुए हैं, उसमें काफी पीछे हैं हम लोग। IP में नहीं है लेकिन YP में है। हमारे पास Youth Property है YP और वो मुझे YP और IP को मिलाना है ताकि हमें कुछ ज्यादा परिणाम मिलें। हम ये भी एक सोच रहे हैं कि भारत के प्रमुख शहरों में एक इस काम के लिए facilitation की व्यवस्था हो, स्थानीय Chamber of Commerce हो और लोगों के साथ मिलकर के, इस विषय के वकीलों का एक समूह हो। इन सबको जोड़कर के कैसे निशुल्क व्यवस्था हो ताकि इस field में काम करने वाले वकीलों की संख्या बहुत कम है और Fee भी बहुत ज्यादा है और उसको लगता है कि भई इस काम के लिए मैं इतने रूपए दूं और करता रहूं, करता रहूं और उतनी, उसकी property चोरी हो जाती है, बेचारा कहीं का रहता नहीं है तो इसलिए बिना पैसे उसको ये व्यवस्था मिले। उसी प्रकार से Fees में भी, आज जो Fees है patent के लिए उसमें हम 80 percent reduction करेंगे क्योंकि देखिए भारत का भविष्य भी Innovation और creativity में है और Innovation और creativity को जितना हम बल देंगे, उतना ही हमें परिणाम मिलेगा। हम Start-Up के लिए सार्वजानिक खरीद की शर्तों में भी छूट देने का निर्णय कर रहे हैं। सरकारी खरीद में Start-Up को बढ़ावा देने के लिए हम Experience Turn over के आधार पर भी छूट देंगे। हमारे देश में क्या problem है, कोई भी काम है तो पूछते हैं कितना Turn over है, वो कहता है मौका दोगे तभी तो Turn over शुरू होगा या कोई काम देते हैं तो पूछते है कि भई कितना experience है तो वो कहता है कि भई experience की शुरूआत तो करो कहीं से और इसलिए नए के लिए दरवाजे बंद करने की व्यवस्था है, हम उसमें छूट देने की व्यवस्था में आगे बढ़ने चाहते हैं ताकि quality को, हां उसमें compromise नहीं होना चाहिए लेकिन नया है इसलिए उसको मौका न मिले ये स्थिति तो बदलनी है तभी नौजवानों को अवसर मिलेगा लेकिन मेरा आग्रह है Zero defect and Zero effect तो इस पर हम जरूर बल देंगे।



एक और चिंता का विषय है हमारे देश में exit के लिए कोई व्यवस्था ही नहीं है। एक बार pipe में आ गए और इसलिए Start-Up के लिए सबसे पहले हम exit की व्यवस्था कर रहे हैं। हम ये भलीभांति समझते हैं कि एक विशाल और सफल कारोबार का निर्माण करने के लिए असफलताओं से बचा नहीं जा सकता है। असफलताएं होंगी और मैं सबसे ज्यादा असफलताओं के लिए हिम्मत करने वालों को promote करना चाहता हूं। जो पानी से भागता है, वो कभी तैरना नहीं सीख सकता है। एक बार तो डूबना ही पड़ता है तब जाकर के तैरना शुरू होता है और इसलिए इस बात को ध्यान में रखते हुए 90 दिन के भीतर Start-Up exit कर पाए, हम ऐसी व्यवस्था करने के लिए संसद में Bankruptcy Bill, 2015 हम लाए हैं और बाकी मुसीबत तो आप जानते हैं। अब आम नौजवान, अपनी twitter, Facebook की दुनिया में message दीजिए, काम अटका पड़ा है Parliament में, हो सकता है अब समझेंगे कुछ लोग। Fund of Funds, Start-Up की आवश्यकताओं को पूरा करने के लिए अगले 4 वर्षों में 2500 crore रुपए की प्रतिवर्ष आवंटन के साथ 10,000 crore रुपए का dedicated फंड बनाया जाएगा। वैसे आपने देखा होगा, पिछले दिनों इस काम को शुरू किया है। Start-Up के लिए credit guarantee एक फंड आपके फंड संबंधी आवश्यकताओं में सहायता करने के लिए हम अगले 4 वर्षों में प्रतिवर्ष 500 crore रुपए की निधि के साथ आपके लिए credit guarantee scheme लाएंगे और इसके कारण मैं समझता हूं काफी सुविधाएं आपकी बढ़ जाएंगी। उसी प्रकार से Tax incentive, Start-Up के लिए वित्तीय संसाधनों को बढ़ाने के लिए हम सरकार द्वारा मान्यता प्राप्त Funds के लिए निवेश किए जाने वाले Capital gain tax की छूट देना चाहते हैं, अब बाकी बात तो Finance Minister करेंगे लेकिन मैंने उनकी हाजिरी में बोल दिया है तो गाड़ी आगे चलेगी। कोई व्यक्ति अपनी संपत्ति को बेचने से आए हुए धन को, अपने ही Start-Up में लगाए तो Capital gain से उसको मुक्ति दी जाएगी। Start-Up से profit को 3 साल के लिए Income Tax से मुक्ति दे दी जाएगी। Women entrepreneur की संख्या बढ़ रही है Women Start-Up की, मैं सरकार से कहूंगा कोई विशेष योजना उनके लिए बना सकते हैं क्या, हम Fair market value के ऊपर investment पर लगने वाले tax से संबंधित आपकी समस्याओं का समाधान भी करेंगे। Incubation and Industry Academia ये एक बहुत महत्वपूर्ण व्यवस्था है क्योंकि इसके बिना इस विषय को develop नहीं किया जा सकता है और उसके लिए Atal Innovation Mission (AIM) विश्वस्तरीय Innovation hub को बढ़ावा देने, technology आधारित Start-Up को competitive बनाना और उसके लिए एक Atal Innovation Mission प्लेटफोर्म की शुरुआत कर रहे हैं। इसका उद्देश्य प्रतिभा, उपयोग की उद्यमियता को बढ़ावा देना तथा Incubators के Network को सुधार करना। इसके तहत sector specific Incubators को निर्माण करना है। 500 incurring labs तैयार होंगे, pre Incubation की अलग व्यवस्था की जाएगी, मौजूदा जो Incubation center हैं, उनको और बलवान बनाया जाएगा और Start-Up को seed capital भी दिया जाएगा।

Innovation को एक राष्ट्रीय स्तर पर award देने की दिशा में भी सोचा जाएगा, जिसके कारण इस बात को प्रोत्साहन मिले, उसके लिए अलग से व्यवस्था की जाएगी। वर्तमान में already 35 नए Incubation center तैयार करने का काम तो चल ही रहा है। Public Private Partnership का भी model इसमें लिया है और करीब 35 Public Private Partnership नए Incubation center बन रहे हैं। राष्ट्रीय जो संस्थाएं हैं उसमें 31 center of Innovation, 13 Start-Up centers और 18 Technology business Incubators की स्थापना का भी काम चल रहा है। अभी आपने IIT मद्रास का देखा, उन्होंने research park में जिस प्रकार से काम खड़ा किए, 100 से ज्यादा कंपनियां उस पर काम कर रही हैं। इसी प्रकार से हम 7 और center खड़े करना चाहते हैं देश में और उसके लिए करीब 100 crore rupees भारत सरकार देगी ताकि ये काम आगे बढ़े।

Bio technology भी एक बहुत बड़ा क्षेत्र है जिसमें हम जितना बल दें, उतना कम है और bio technology में entrepreneurship को बढ़ाने के लिए 5 नए bio clusters, 50 नए bio Incubators, 150 technology transfer offices और 20 bio connect offices बनाने का निर्णय किया है। विद्यार्थियों में भी एक talent रहती है इस विषय में even स्कूल के बच्चों में भी कुछ न कुछ स्वभाव innovation का रहता है, इसको बढ़ावा देना है क्योंकि भारत ने innovation में कुछ न कुछ कर दिखाना होगा तो छात्रों के लिए innovation आधारित कार्यक्रम शुरू किया जाएगा क्योंकि उनके अंदर ये जो spark पड़ा हुआ है, उसको अगर channelize करे तो देश को बहुत कछ मिल सकता है। स्कूली छात्रों के लिए Innovation के core programme शुरू किए जाएंगे और 5 लाख स्कूलों में 10 लाख बच्चों पर focus करके इस काम को बढ़ावा दिया जाएगा। Incubator grant challenges, सरकार 10 ऐसे Incubator center की पहचान करेगी जो World class बनने की क्षमता रखते हैं, इनमें से प्रत्येक को सरकार की तरफ से 10 करोड़ रुपए की सहायता दी जाएगी।

Start-Up के लिए कोई न कोई event करने रहेंगे ताकि क्या हो रहा है इसका भी परिचय होना जरूरी है और इसलिए Start-Up fest इसकी एक परंपरा हमारे देश में बननी चाहिए। मैं जब 10 September में US गया, हमारे शुक्ल जी यहां बैठे हैं तो, काफी मित्र थे उस समय वहां US में Start-Up की दिशा में भारतीय लोगों ने बहुत कुछ काम किया है तो मैं हिंदुस्तान से 40 ऐसे Start-Up के लोगों को लेकर गया था और वहां पर एक joint event किया था। इतना inspiring था मैं काफी देर हर चीज को देखा था, भारत में भी हम Start-Up fest को परंपरागत रूप से खड़ा करना चाहते हैं, सरकार उसमें जितना भी मदद कर सकती है, वो करेगी ताकि हमारे नई पीढ़ी के लोगों को देखने को भी मिले और जैसा आपने कहा सर्व विनाश के सामने, उन्होंने कहा आज इस event से मुझे नए सपने देखने की ताकत मिली है। अब ये अपने-आप में एक बहुत बड़ा संदेश है। अगर हम लगातार इस बात को करते रहते हैं तो हमारे नए लोगों को भी, जो उनके मन में कुछ पड़ा होगा तो उसको वो एक अवसर मिल सकता है और उसका एक networking भी अच्छा कर सकता है तो जो योजना को आज मैंने आपके सामने प्रस्तुत किया है, इसके कुछ पहलू मैंने आपके सामने रखे हैं। मुझे विश्वास है कि ये event आने वाले दिनों में भारत की युवा पीढ़ी को, भारत के talent को, भारत के लिए, मानवता के लिए कुछ न कुछ नया करने की ताकत देगी, प्रेरणा देगी। मेरी सभी नौजवानों को हृदय से बहुत बहुत शुभकामनाएं हैं। विश्व के अनेक भागों से जो लोग आए हैं, मैं उनका हृदय से आभार व्यक्त करता हूं क्योंकि उन्होंने आकर के सबका हौंसला बुलंद किया है और भारत बहुत तेजी से आगे बढ़ रहा है, आगे बढ़ने वाला है और उसमें आप लोगों की अहम भूमिका रहने वाली है। बहुत-बहुत शुभकामनाएं, बहुत-बहुत धन्यवाद।

After vote, China tells Taiwan to abandon independence "hallucination"

Taiwan should abandon its "hallucinations" about pushing for independence, as any moves towards it would be a "poison", Chinese state-run media said after a landslide victory for the island's independence-leaning opposition.
Tsai Ing-wen and her Democratic Progressive Party (DPP) won a convincing victory in both presidential and parliamentary elections on Saturday, in what could usher in a new round of instability with China, which claims self-ruled Taiwan as its own.
Tsai pledged to maintain peace with its giant neighbour China, while China's Taiwan Affairs Office warned it would oppose any move towards independence and that Beijing was determined to defend the country's sovereignty.
Reacting to Tsai's victory, China's government-controlled media used noticeably less shrill language than that levelled at Chen Shui-bian, the DPP's last president, and noted her pledges for peace and to maintain the "status quo" with China.
But the official Xinhua news agency also warned any moves towards independence were like a "poison" that would cause Taiwan to perish.
"If there is no peace and stability in the Taiwan Strait, Taiwan's new authority will find the sufferings of the people it wishes to resolve on the economy, livelihood and its youth will be as useless as looking for fish in a tree," it said.
China called Chen, who led Taiwan from 2000-2008, a troublemaker and a saboteur of cross-strait ties, even as he tried to maintain stable relations with Beijing.
