English Text of PMs address to the nation on the eve of New Year 2017

My fellow citizens,

In a few hours, we will be ushering in the new year of 2017. 125 crore Indians  will join the rest of the world, in welcoming it  with new hope, new energy  and new dreams.

Since Diwali, our nation has been witness to  a historic  rite of purification. The patience, discipline, and resolve  displayed by 125 crore Indians, will play a critical role in shaping  the future of the nation  for years to come.
In God’s creation, humans are endowed with fundamental goodness.
With time, the distortions of badness  creep in. People feel suffocated in a bad environment, and struggle to come out of it. Corruption, black money, and counterfeit notes  had become so rampant in India’s social fabric, that  even honest people  were brought to their knees.

People were forced by circumstances, in defiance of their inherent  goodness. It seemed at times, that the evils  and corruptions of society,
knowingly or un - knowingly,  intentionally or un- intentionally, had become a part  of our daily lives. Developments post-Diwali have shown, that crores of Indians  were looking for an escape from this suffocation.

We have, during the external aggressions, of 1962, 1965, 1971  and Kargil;  witnessed the intrinsic strength of our citizens. Such collective energy and patriotism is under- standable, in the face of external threats. However, when crores of Indians unite to fight a war against internal evils, it is unparalleled.

Indians have, with firm resolve  and infinite patience, faced difficulties with a smile, re-defining the concept of sacrifice.  We have  lived these ideals.  125 crore Indians have shown, in their fortitude, the importance we place  in truth  and goodness. This has been written  on the sands of time.

Indians have displayed  the strength of people power, utmost discipline, and the ability to discern the truth in a storm of disinformation. They have shown  that resolute honesty, can defeat dishonesty.

They have shown how much, even people trapped in poverty, are willing to do, to build a glorious India. The people, through persistence, sweat and toil, have demonstrated to the world, an unparalleled example of citizen sacrifice, for the brighter future of a nation.

Usually, when people’s movements have arisen, the people and the government have been at loggerheads.

It is historic, that both the people and the government are on the same side in this battle against evil.  The Government is well aware, that in this period, you had to queue up, and face difficulty in withdrawing your own money.  I received letters from many people.  They have shared their pain and sorrow with me, but also emphasized their support. You have talked to me as one of your own. In this fight against corruption and black money, it is clear that you wish to walk shoulder to shoulder with us. For us in Government, this is a blessing.

My effort is to take the banking system to normalcy as fast as possible in the new year. I have asked all concerned officers in the Government to focus their attention to this task. They have especially been told to proactively resolve the problems in rural and remote areas.

 Friends,

There is no precedent globally, to what India has done. Nations similar to us do not have the amount of currency that we had. Over the last ten to twelve years, 500 and 1000 rupee currency notes were used less for legitimate transactions, and more for a parallel economy. The excess of cash was fuelling inflation and black-marketing. It was denying the poor, their due.  Lack of cash causes difficulty, but excess of cash is even more troublesome. Our aim is to achieve a balance. Economists agree that when cash is outside the formal economy, it is a cause of worry. When it joins the mainstream, it is an opportunity for development.

I am sure, if great sons of India like Jayaprakash Narayan, Lal Bahadur Shastri, Ram Manohar Lohia, and Kamaraj had been present today, they would have applauded the patience, discipline and resolve of our countrymen.

In the past few weeks, there have been many gratifying instances – it would take weeks to list them.

It is a healthy trend for any nation, when the people wish to join the mainstream abiding by the law, and helping the Government in serving the poor.

 Friends.

How long will we overlook facts that stare us in the face?  I wish to share some information with you, which will either make you laugh, or make you angry. According to information with the Government, there are only 24 lakh people in India who accept that their annual income is more than 10 lakh rupees. Can we digest this? Look at the big bungalows and big cars around you.

If we look at any big city, it would have lakhs of people with annual income of more than 10 lakh. Do you not feel, that for the good of the country, this movement for honesty, needs to be further strengthened?

In this fight against corruption and black money, it is natural to debate the fate of the dishonest. What punishment will they get? The Law will take its own course, with its full force. But the priority of the Government now is how to help the honest, protect them, and ease their difficulty. How can honesty gain more prestige?

This Government is a friend of good people. And it aims to build an enabling environment for the dishonest to return to the path of goodness.
It is also a bitter truth, that people have complaints of bad experiences at the hands of Government machinery, and some government officers.
This reality cannot be wished away. No one can deny that Government officers have a greater responsibility than common citizens.

Therefore, it is the responsibility of all of us in Government, at central, state and local levels, to protect the common man, help the honest, and isolate the dishonest.

Friends, It is accepted the world over, that terrorism, Naxalism, Maoism, counterfeit currency trade, drug trade, human trafficking – all of these depend on black money.

These evils have become a festering sore on society and Governments.

Demonetistion has dealt a severe blow to these trades.

Today, youth who had turned to the wrong path, are returning to the mainstream in large numbers.  If we remain vigilant, we can now save our children from returning to those evil ways of violence and cruelty.  The fact that so much of the cash in circulation has been deposited in the banking system indicates the success of this mission.

Events of the last few days indicate that escape routes for the dishonest have all been sealed. Technology has played a big role. The habitual offenders will be forced to abandon their misdeeds and join the mainstream.

Friends, This also represents a golden opportunity for the country’s banking system. During this period, bank employees have worked day and night.

Female employees too, worked till late hours as part of this mission.

Post office staff, banking correspondents- all did exceptional work.

Amid this herculean effort, some grave crimes by some officers in some banks have come to light. Some Government officers have also committed serious offences, and tried to take advantage of the situation. They will not be spared.

At this historic juncture, I wish to make an appeal to the banks.

History is witness that the Indian banking system has never received such a large amount of money, in such a short time.

While respecting the autonomy of the banks, I appeal to them to move beyond their traditional priorities, and keep the poor, the lower middle class, and the middle class at the focus of their activities.

India is celebrating the centenary of Pandit Deendayal Upadhyay as Garib Kalyan Varsh. Banks should also not let this opportunity slip. They should take appropriate decisions in public interest promptly.

When policies and programmes are made with clear objectives in mind, not only are beneficiaries empowered, but both short term, and long term benefits are achieved. Spending is carefully scrutinized, and chances of good results are maximized.

The more the villages, the poor, the farmers, the dalits, the tribals, the marginalized, the oppressed, the deprived and women are empowered, and financially enabled to stand on their own feet, the stronger the country will become, and the faster will be the pace of development.

Friends, to further the principle of Sabka Saath – Sabka Vikaas, on the eve of the new year, Government is bringing some new programmes for the people.

Even so many years after independence, millions of poor do not have their own home. When black money increased in our economy, houses became out of reach of even the middle class. The Government has taken some major decisions to ensure homes for the poor, the neo middle class and the middle class.

Two new middle income categories have been created under the Pradhan Mantri Awaas Yojana in urban areas. Loans of up to 9 lakh rupees taken in 2017, will receive interest subvention of 4 per cent. Loans of up to 12 lakh rupees taken in 2017, will receive interest subvention of 3 per cent.

The number of houses being built for the poor, under the Pradhan Mantri Awaas Yojana in rural areas, is being increased by 33 per cent.

In addition to this, another scheme is being put in place for the neo middle and middle class in rural areas. Loans of up to 2 lakh rupees taken in 2017, for new housing, or extension of housing in rural areas, will receive an interest subvention of 3 per cent.

Friends in the last few weeks, an impression was sought to be created that the agriculture sector has been destroyed. Farmers themselves have given a fitting reply to those who were doing so. Rabi sowing is up by 6 per cent compared to last year. Fertilizer offtake is up by 9 per cent. During this period, the Government has taken care to ensure that farmers do not suffer for want of access to seeds, fertilisers and credit. Now, we have taken some more decisions in the interest of farmers.

Farmers who have taken loans for the Rabi crop from District Cooperative Central Banks and Primary Societies, will not have to pay interest on such loans for a period of 60 days. Farmers who have paid interest during the last two months, will receive these amounts back, directly into their bank accounts.

Arrangements are being made to provide farmers even better access to loans from cooperative banks and societies. NABARD created a fund of 21,000 crore rupees last month. Now, Government is adding 20,000 crore rupees more to this. The loss that NABARD suffers by giving loans to cooperative banks and societies at low interest rates, shall be borne by the Government of India.

The Government has decided, that 3 crore farmers who have Kisan Credit Cards, will be given RuPay debit cards within three months. Kisan Credit Cards were launched in 1998, but so far, it was essential to go to a bank, to use them. Now, farmers will have RuPay Debit Cards, which they can use anywhere.

Just as agriculture is vital for the economy, so are the medium and small scale enterprises also called the MSME sector. Government has taken some decisions in the interest of small and medium businesses, which will also boost employment.

Government of India underwrites loans given by banks to small businesses through a trust. So far, loans were covered upto one crore rupees. This limit is now being enhanced to 2 crore rupees. Earlier the scheme only covered bank loans. Hereafter it will cover loans given by NBFCs as well. This decision will enable better access to credit for small shop-owners and small enterprises. Banks and NBFCs will not levy  high interest on these loans, as Government of India is bearing the cost of underwriting them.
Government has also asked banks to raise the credit limit for small industry from 20 per cent of turnover to 25 per cent.

Banks have also been asked to increase working capital loans from 20 per cent of turnover to 30 per cent, for enterprises that transact digitally.
Many people connected with this sector have made cash deposits in the last few weeks. Banks have been asked to take this into account when deciding on working capital.

A few days back, Government announced a major tax relief for small businesses.  Income of businesses with turnover of up to Rs 2 crores was calculated at 8% of the turnover. Now, for such businesses income from digital transactions will be calculated at 6%. This will effectively reduce their tax liability by 25%.

 Friends,

The progress of the MUDRA Yojana has been very encouraging. Last year, nearly 3 and a half crore people have benefited from this. The Government now aims to double this, giving priority to Dalits, Tribals, Backward Classes and Women.  A new scheme is being launched for pregnant women.
We are introducing a nation-wide scheme for financial assistance to pregnant women. 6000 rupees will be transferred directly to the bank accounts of pregnant women who undergo institutional delivery and vaccinate their children. This scheme will help reduce the maternal mortality rate, in a big way. This will help ensure nutrition before and after delivery, and improve the health of mother and child. So far, pregnant women in 53 districts were being given financial assistance of 4000 rupees, under a pilot project.

We are initiating a scheme for senior citizens. Banks often reduce their deposit rates, when they receive a large volume of money. This should not adversely impact senior citizens. Under the scheme, senior citizens will receive a fixed interest rate of 8 per cent for a period of 10 years, on deposits upto 7.5 lakh rupees. The interest will be paid monthly.

 Friends,

Political parties, political leaders and electoral funding, figure prominently in any debate on corruption and black money.

The time has now come that all political leaders and parties respect the feelings of the nation’s honest citizens, and understand the anger of the people.

It is true that from time to time, political parties have made constructive efforts to improve the system.

I urge all parties and leaders to move away from a “holier than thou approach,” to come together in prioritising transparency, and take firm steps to free politics of black money and corruption.

In our country, people ranging from the common man to the President, have at some point or another, advocated simultaneous conduct of state and national elections.

This is to break the endless cycle of elections, reduce election expenditure, and minimize pressure on the administrative machinery.

The time has come for this to be seriously considered and debated.

Positive change has always found space in our country.

We can now see a positive momentum towards digital transactions in India.

More and more people are transacting digitally.

Yesterday, Government has launched a new, swadeshi platform for digital transactions – named BHIM after Babasaheb Bhimrao Ambedkar.

BHIM stands for Bharat Interface for Money. I call upon the youth, the trading community, and farmers to connect with BHIM as much as possible. Friends, the developments, decisions, and policies that were put in place after Diwali, will of course be evaluated by economists.

It will be good if social scientists also do the same.

As a nation, India’s villages, poor, farmers, youth, educated and uneducated men and women, have all displayed infinite patience and people power.  In a short time, the new year of 2017 will begin. Exactly 100 years ago, in 1917, Mahatma Gandhi initiated a Satyagraha in Champaran. Now, a century later, we witness that the people of India continue to share that feeling towards truth and goodness.

Today, Mahatma Gandhi is not among us. But the path towards truth that he showed us, is still most appropriate. As we begin the centenary year of the Satyagraha, let us recall the Mahatma and resolve to follow his message of truth and goodness.

We cannot allow this fight against black money and corruption to stop or slow down. Firmness in truth is a guarantee for success. A country of 125 crore, with 65 per cent below the age of 35, having the means, the resources, and the capability, has no reason to stay behind.

The new dawn of the New Year, comes with the resolve of new success.
Let us all come together, to move ahead overcoming obstacles and constraints.

 Happy New Year
 Jai Hind !!!

Russia will not expel anyone in response to U.S. sanctions, Putin says

President Vladimir Putin said Moscow would not expel anyone in response to Washington's decision to throw out 35 suspected Russian spies and sanction intelligence agencies it believes were involved in computer hacking in the 2016 presidential election.

Foreign Minister Sergei Lavrov earlier proposed expelling 35 U.S. diplomats after outgoing U.S. President Barack Obama ordered the expulsions and sanctions on Thursday.

But Putin said he would wait for the actions of President-elect Donald Trump, who will take office on Jan. 20, before deciding on any further steps in relations with the United States.

"We will not expel anyone," Putin said in a statement on Friday. "While keeping the right for retaliatory measures, we will not descend to the level of 'kitchen', irresponsible diplomacy."

He even invited the children of U.S. diplomats to a party in the Kremlin.

It was not clear whether Trump, who has repeatedly praised Putin and nominated people seen as friendly toward Moscow to senior administration posts, would seek to roll back the measures which mark a new post-Cold War low in U.S.-Russian ties.

Russian officials have portrayed the sanctions as a last act of a lame-duck president and suggested that Trump could reverse them when he takes over the White House.

"Further steps towards the restoration of Russian-American relations will be built on the basis of the policy which the administration of President D. Trump will carry out," said Putin.

In a separate message of New Year congratulations to Trump, he said Russia-U.S. relations were an important factor for maintaining global safety and stability.

The U.S. sanctions also closed two Russian compounds in New York and Maryland that the administration said were used by Russian personnel for "intelligence-related purposes".

However, a former Russian Foreign Ministry employee told Reuters that the facility in Maryland was a dacha used by diplomatic staff and their children.

Lavrov also proposed banning U.S. diplomats from using a dacha in Moscow's prestigious waterfront park area, Serebryany Bor.

But Putin said Russia would not prohibit U.S. diplomats and their families from their usual vacation spots. "Moreover, I invite all children of American diplomats accredited in Russia to the New Year and Christmas party in the Kremlin," he said.

Obama, a Democrat, had promised consequences after U.S. intelligence officials blamed Russia for hacks intended to influence the 2016 election. Officials pointed the finger directly at Putin for personally directing the efforts and primarily targeting Democrats.

Washington put sanctions on two Russian intelligence agencies, the GRU and the FSB, four GRU officers and three companies that he said "provided material support to the GRU’s cyber operations".

Government Suspends Deemed Recognition of IOA

New Delhi : Government has suspended the deemed recognition, granted by it to the Indian Olympic Association (IOA) until the IOA reverses its decision to appoint Shri Suresh Kalmadi and Shri Abhay Chautala as Life Presidents. Following the suspension, IOA will cease to enjoy the privileges and prerogatives bestowed on it by the Government as the National Olympic Committee (NOC). All Government assistance, financial or otherwise, to IOA will also be stopped.

Government issued a show cause notice to IOA on 28th December, 2016 after the General Body meeting of IOA passed a resolution on 27th December,2016 to appoint Shri Suresh Kalmadi and Shri Abhay Chautala, both of whom have been charge-sheeted, as its Life Presidents. IOA was required to reply to the show cause notice by 5 p.m. today. In their response, IOA today sought extension of time up to 15th January,2017 for replying to the show cause notice, stating that President, IOA was out of the country and they needed to consult him.

Government is not satisfied with the response of IOA since they have not given any substantive reply especially with regard to the non-eligibility of Shri Suresh Kalmadi and Shri Abhay Chautala. Government considers the reply of IOA only as a ploy to buy time. This is a serious violation of the norms of good governance by IOA which is the mother sports body and corrective action needs to be taken immediately as it is a matter of national prestige and public sentiments.

Although the Government has utmost respect for the Olympic Charter and is committed to protecting the autonomy of sports, it cannot remain a mute spectator to blatant violation of principles of ethic and good governance by IOA, thereby putting the image and prestige of the country at stake.

Hence, it has been decided to suspend deemed recognition granted by the Government to IOA till necessary corrective measure is taken by IOA.

Mulayam expels son Akhilesh, cousin Ramgopal from party

Lucknow, Dec 30 (PTI) The ruling SP was today on the precipice of a split with party supremo Mulayam Singh Yadav expelling his son and Chief Minister Akhilesh Yadav and general secretary Ramgopal Yadav for six years after they put up candidates against the official nominees and summoned a party meet on Sunday.

The action, dubbed by a defiant Ramgopal, Mulayam's cousin, as "unconstitutional", as the party plunged into an unprecedented crisis raising questions over the fate of the Chief Minister of Uttar Pradesh.

On a day of fast-moving developments, hordes of frenzied Akhilesh supporters, especially the youth, thronged his residence to express their support.

Making the announcement at a press conference here, Mulayam said the new Chief Minister will be chosen by the Samajwadi Party.

With his brother Shivpal Yadav, who has been at loggerheads with the Chief Minister, by his side, Mulayam said he had taken the action against Akhilesh and Ramgopal to save the party which he had built through hard efforts.

"We have to save the party. The party comes first. That is why we are expelling both Akhilesh and Ramgopal," he said.

He explained that the decision was taken after Ramgopal, in his capacity as general secretary, called an emergency meeting of the party on January 1 and Akhilesh "supported" it.

Ramgopal called the meeting after a showcause notice was issued to him and Akhilesh by Mulayam for releasing a list of candidates, parallel to the one issued officially by Mulayam.

"How can he (Akhilesh) release the list when the party has declared its candidates? Both Akhilesh and Ramgopal want to finish the party. I will not let it happen. I have built this party through hard work," Mulayam said.

"I had made Akhilesh the Chief Minister with much fanfare," he added.

With regard to the emergency meeting called by Ramgopal on Sunday, Mulayam said only the party president has the power to convene such a meeting. "The party cannot run on Ramgopal's whims," Mulayam said.

He said Ramgopal has not only indulged in indiscipline but is causing a big harm to the party. "As of now we have expelled him, but we will take further action against him," he party chief asserted.

Pouring scorn on Ramgopal, Mulayam said he has "ruined" the career of Akhilesh who "does not understand".

A defiant Ramgopal termed Mulayam's decision to expel him and Akhilesh as "unconstitutional" and insisted that he continues to be the general secretary of the party.

He accused party chief of indulging in "unconstitutional" activities and said the party meet called by him on Sunday will take place in any eventuality.

"If the top leadership of the party indulges in unconstitutional acts, who will call the party meeting? It is the general secretary who will do it," Ramgopal said.

He questioned the list of candidates released by Mulayam, saying no meeting of Parliamentary Board was held to discuss the nominees.

Russia to cut military presence in Syria

Putin said that Russia would continue to furnish support for the legitimate Syrian government in its struggle with terrorism

MOSCOW, December 29. /TASS/. Russian President Vladimir Putin has agreed with the Defense Ministry’s proposal for reducing military presence in Syria.
"I agree with the Defense Ministry’s idea to cut out military presence in the Syrian Republic," Putin said at a meeting with Russian Defense Minister Sergey Shoigu and Foreign Minister Sergey Lavrov on Thursday.
Putin stated that Russia will "unconditionally continue the struggle against international terrorism and furnish support for the legitimate Syrian government in its struggle with terrorism."
"It goes without saying that we will stand by the agreements that have been achieved, including the development of the Russian military logistic facilities in Tartus  and at the Hmeymim airdrome," he said.
Putin thanked Shoigu and Lavrov for what had been accomplished in this very important field of struggle against international terrorism.

Akhilesh conveys displeasure to SP chief over candidates' list

Lucknow, Dec 29 (PTI) With Mulayam Singh Yadav's public snub to his son in announcement of candidates' list for UP polls leaving bitterness in the ruling camp, Chief Minister Akhilesh Yadav today spoke to the SP supremo to convey his displeasure over the choice of names.

The factional feud in the Samajwadi Party was again in the open, a day after Mulayam Singh Yadav declared candidates for 325 of the 403 Assembly seats in Uttar Pradesh and ruled out projecting Akhilesh as the Chief Ministerial candidate.

A clearly upset Akhilesh today met his supporters at his 5-Kalidas Marg residence here and later spoke to his father and party patriarch Mulayam Singh to convey his displeasure over the list of candidates from which names of his close confidants were missing, party sources said.

Hectic political activities began right from the morning with party leaders gathering outside the residences of Akhilesh and Mulayam. A big crowd also assembled outside Shivpal's residence.

Party sources said the Chief Minister, before meeting Mulayam, met legislators and office bearers who do not figure in the list of nominees.

The list, which includes 176 sitting MLAs, announced by Mulayam and Shivpal in the absence of Akhilesh, has left out several pro-Akhilesh ministers, including Ram Govind Chaudhary, Pawan Pandey and Arvind Singh Gope, and does not carry names of over 50 sitting MLAs.

Besides, 10 ministers, including Shivpal, sacked by the chief minister over the past few months have got tickets. These former ministers were in open defiance of Akhilesh and it paid off.

Within hours after release of the list, which clearly bore the stamp of Mulayam and Shivpal, Akhilesh who was away in Bundelkhand yesterday, had said he would take up the choice of candidates with the party chief.

"The list does not include names of certain candidates who are sure to win. I will take it up with the SP chief and tell him that some of them have done really good work and they should be given tickets," an upset Akhilesh had said last night.

In a late night tit-for-tat action, the Chief Minister struck back sacking two Shivpal loyalists -- Surabhi Shukla, vice-chairperson of UP Awas Vikas Parishad and her husband Sandeep Shukla from the post of advisor of Rajkiya Nirman Nigam. Sandeep has been fielded from Sultanpur Sadar seat.

HC judge raises doubts over circumstances of Jaya's death

Chennai, Dec 29 (PTI) Expressing doubts over the circumstances leading to death of former Chief Minister Jayalalithaa, a Madras High Court judge indicated that he may order exhumation of the body after a plea before the court sought a probe by an inquiry commission or a fact-finding committee.

Justice S Vaidyanathan, who was heading a two-judge vacation bench, said the public should know what has happened.

His observations came when the bench, also comprising Justice V Parthiban, was hearing the PIL filed by an AIADMK worker P A Joseph seeking an inquiry commission or a fact- finding committee to probe the circumstances leading to the death of Jayalalithaa.

"After the demise, everybody has a right to question. I personally have a doubt.

"One day it was told that she is walking, another day you said that she will come out and suddenly what happened. Even with regard to the health of late Chief Minister MGR, video was released," Justice Vaidyanathan said.

When a special mention was made before the bench by senior counsel KM Vijayan who argued on the plea, Advocate General Muthukumaraswamy said there is no mystery in the death.

Justice Vaidyanathan asked the AG, "What is that you say.

Right to live is a Fundamental Right. Public should know what has happened."

"Even relations were not allowed to see and they are also not before the court now. I personally find in case if I have doubt I may order exhumation of the body of deceased and you have not told anything when she was alive," the judge said.

Turning to counsel J Madanagopala Rao, who appeared on behalf of Union Government, the Judge said: "You went there.

You have not reported anything. You know everything. But not reported anything for the reasons best known to you. You kept quiet."

The bench said, "We also saw in newspapers that the chief minister was recovering, and that she was eating, signing papers and even conducting meetings. And then suddenly she was dead."

The bench then recorded the acceptance of notice by counsel for Union Government on behalf of the Prime Minister's Office and the Ministries of Home, Law and Parliamentary Affairs and CBI and posted the matter for further hearing to January 9.

The PIL had sought a commission comprising retired Supreme Court judges to look into "questionable incidents", including Jayalalithaa's sudden hospitalisation, reported recovery and the cardiac arrest resulting in her death on December 5.

The PIL listed the sequence of events since Jayalalithaa's admission to Apollo Hospitals here on September 22 and claimed that the "secrecy" preceding her death gave rise to "grave doubts" in the minds of the people.

Sensex ends negative on late selling, ahead of F&O expiry

Mumbai, Dec 28 (PTI) The Sensex wiped off all its gains today to end in the red with a minuscule fall at 26,211 as cautious investors took profit at higher levels ahead of the monthly derivatives expiry amid a mixed trend overseas.

Besides, the rupee depreciated 18 paise intra-day against the dollar, to 68.24, which had a negative impact too.

But volumes were thin during the session as most foreign investors are away on a vacation in a year-end holiday season and other participants chose not to widen their bets.

Covering-up of short positions by speculators added to the momentum at the outset, but selling to book year-end profits in the later part of the session ahead of the December derivatives expiry -- this year's last -- took away the day's gains completely.

The 30-share Sensex opened higher at 26,243.19 and advanced to hit a high of 26,415.05. But emergence of selling in the last one hour of trading pushed the benchmark into the negative zone, which settled marginally lower by 2.76 points, or 0.01 per cent, at 26,210.68.

Yesterday, the barometer had gained 406.34 points.

In contrast, the 50-share NSE Nifty managed to close in the positive zone with a rise of 2 points, or 0.02 per cent, at 8,034.85. Intra-day, it hovered between 8,100.55 and 8,028.40.

Meanwhile, foreign institutional investors continued to be net sellers in the market, selling equities worth Rs 712.17 crore yesterday, as per the provisional data.

Oil major Reliance Industries emerged as the top loser by plunging 1.15 per cent, followed by Tata Steel falling 1.13 per cent. Hero MotoCorp, Tata Motors, ICICI Bank, PowerGrid and SBI fell too.

Outperforming Sensex, the broader markets continued to show a positive trend as investors went about raising their bets at select counters, available at an attractive lower levels. BSE small-cap and mid-cap ended 0.87 per cent and 0.53 per cent higher, respectively.

Elsewhere, Asian stocks ended mixed as Shanghai Composite fell 0.40 per cent and Japan's Nikkei 0.01 per cent, but Hong Kong's Hang Seng edged higher 0.83 per cent. Europe too was in a mixed form in their late morning trade.

Key indices such as Paris fell 0.03 per cent while London FTSE rose 0.23 per cent. Frankfurt rose 0.22 per cent.

In the domestic market, 14 scrips ended in the red out of the 30-share Sensex pack while 16 led by Coal India, Wipro, Dr Reddy's, Lupin, M&M, ITC, Axis Bank, Adani Ports and HUL closed in the green and contained the fall.

Speaking sectorally, oil and gas fell 0.27 per cent, capital goods 0.09 per cent and metal 0.07 per cent.

Healthcare rose 0.82 per cent, FMCG 0.61 per cent and IT 0.22 per cent.

Former top IAS officer Baijal to be new Delhi LG

New Delhi, Dec 28 (PTI) Career bureaucrat Anil Baijal was today appointed as the new Lt Governor of Delhi, a post which has fallen vacant after sudden resignation of Najeeb Jung.

70-year-old Baijal, a 1969 batch IAS officer, had served as Union Home Secretary under the Atal Bihari Vajpayee government besides holding key positions in other ministries.

The President accepted the resignation of Jung and also ordered for appointment of Baijal, who will be the 21st Lt Governor of the national capital.

Baijal had retired from service in 2006 as Secretary, Urban Development Ministry. He is a former vice chairman of Delhi Development Authority.

Baijal was actively associated with the designing and roll-out of Rs 60,000 crore Jawaharlal Nehru National Urban Renewal Mission (JNNURM) launched by the Manmohan Singh government.

The former bureaucrat was also on the executive council of the think-tank Vivekananda International Foundation, several of whose former members have been appointed to senior positions by the Modi government including National Security Advisor Ajit Doval.

Jung had submitted his resignation on December 22, ending a nearly three-and-half-year-long eventful tenure, mostly marked by bitter confrontation with AAP government.

Note ban destroyed terrorism, human-drug trafficking in a trice: PM

Dehradun, Dec 27 (PTI) Under relentless opposition attack over demonetisation, Prime Minister Narendra Modi today defended the exercise undertaken by his government which he claimed "destroyed" terrorism, drug mafia, human trafficking and the underworld "in a trice".

Modi also rejected Congress leader Rahul Gandhi's charge that his government was only benefiting the big corporate entities and the rich, insisting that it was focused on working for the poor.

"The demonetisation drive destroyed terrorism, drug mafia, human trafficking and the underworld in a trice," he asserted while addressing BJP's 'parivartan maharally' in poll-bound Uttarakhand.

Targeting parties opposing the note ban, he claimed some people are upset as his decision has struck the "ring leader of thieves".

"Did you give me an unfragmented mandate in 2014 to cut ribbons and lighting ceremonial lamps only at inauguration ceremonies? Didn t you vote me to combat and end corruption.

Shouldn t we fight the evil with all our might?" he asked.

Modi appeared to rebut Rahul's charge when he said that while the UPA government's move to raise the number of subsidised cylinders from 9 to 12 was projected as momentous, his government gave gas cylinders to five crore people below poverty line.

"18,000 villagers were living in 18th century without electricity... in thousand days, we have electrified 12,000 villages. Work on remaining 6,000 is on. Is this working for rich or empowering the poor," he said.

With the decision to demonetise Rs 500 and Rs 1000 notes, the black money stored in cupboards and under mattresses is now coming to banks and to the people, he said, adding he is fulfilling his duty of a 'chowkidar' (watchman) to get rid of black money and "dark hearts" which have ruined the country.

"In some, corruption is in the blood. They used back door to convert the money and thought Modi cannot see.

"But we knew and now they are being caught," he said referring to various raids by law enforcement agencies on black money hoarders.

Describing note ban as a "cleanliness drive", he thanked the people for standing by him. He also said the move is aimed at empowering the people and giving them a bright future.

"I am fighting to make the honest empowered," Modi said, adding that his November 8 decision has dealt a devastating blow to black money and terrorism.

The decision is not being liked by some people as he has struck directly at the "ring leader of thieves" (choron ka sardar), the Prime Minister said.

Making a reference to alleged misappropriation of relief funds in Uttarakhand, he said even a scooter with a capacity of five liters of oil could drink 35 liters of it.

"Five or 50 people cannot drag Uttarakhand out of the bottomless pit of corruption it is in. It needs a double engine of the BJP for the huge effort, one in Delhi and the other in Dehradun," he said, asking people to install a BJP government in the state after 2017 elections so the party can build an Uttarakhand envisioned by Atal Bihari Vajpayee who had created it.
